Everyone is talking about AI agents. Gartner named agentic AI their #1 strategic technology trend for 2025. Salesforce CEO Marc Benioff says agents are “the third wave of AI.” Microsoft’s Satya Nadella says “agents are the new apps.” McKinsey estimates agentic systems could automate 60-70% of employee work activities.

But there’s a problem: nobody agrees on what these terms mean.

“AI agent,” “agentic AI,” and “AI orchestration” are used interchangeably in pitch decks, press releases, and analyst reports. They’re not the same thing. The confusion isn’t academic — it leads enterprises to buy the wrong solutions for the wrong problems, and to miss the architectural layer that actually makes AI work at scale.

This article defines each term, explains how they relate, and makes the case for why the missing layer — governed AI orchestration — is what enterprises actually need.


AI Agents: The Workers

What an AI Agent Actually Is

An AI agent is a software entity that can perceive its environment, reason about what to do, and take actions to achieve a goal. That definition comes from Russell and Norvig’s “Artificial Intelligence: A Modern Approach” (the standard CS textbook, now in its 4th edition), and it’s held up for three decades.

What makes an agent different from a tool or an API:

The key distinction: you tell a tool what to do. You ask an agent what to achieve. The agent figures out the how.

The Agent Framework Landscape

The explosion of agent frameworks in 2023-2025 reflects the demand:

LangChain / LangGraph (Harrison Chase, 2023-2024) — The dominant early framework, 95k+ GitHub stars. LangGraph added stateful graph-based execution for multi-step agent workflows with loops, branches, and reflection.

CrewAI (Joao Moura, late 2023) — Role-based multi-agent framework, 25k+ stars. Agents are defined with roles, goals, and backstories. Focused on teams of specialized agents collaborating.

AutoGen / AG2 (Microsoft Research, September 2023) — Pioneered multi-agent conversation patterns. Paper: “AutoGen: Enabling Next-Gen LLM Applications via Multi-Agent Conversation” (Chi Wang et al.). Community fork AG2 emerged in late 2024 after governance disputes.

OpenAI Agents SDK (March 2025) — Production-grade framework replacing the experimental Swarm. Core primitives: Agents, Handoffs (agent-to-agent delegation), Guardrails (input/output validation), and Tracing.

Anthropic MCP (November 2024) — Rather than building an agent framework, Anthropic standardized the connection layer. Model Context Protocol provides a standardized way for AI models to connect to external tools and data — analogous to USB-C for AI. Adopted by Block, Replit, and others within months.

Agents in Production: Real Examples

This isn’t theoretical. AI agents are running in production at scale:

Klarna (February 2024): Their AI assistant handled 2.3 million conversations in its first month — equivalent to 700 full-time human agents. Resolution time dropped from 11 minutes to under 2 minutes. By September 2024, it was handling two-thirds of all customer service chats.

Harvey AI: Legal AI agent used by firms including Allen & Overy (now A&O Shearman) for contract analysis, legal research, and due diligence. Over $100M in funding through 2024.

Sierra (Bret Taylor, former Salesforce CEO): AI agents for customer experience. $285M raised at $4.5B valuation (October 2024, Bloomberg). Clients include WeightWatchers, Sonos, SiriusXM.

What Agents Can’t Do

Here’s the gap. Individual agents are good at individual tasks. What they’re not good at:

  • Coordinating with other agents. Two agents working on the same customer case don’t naturally share context or avoid duplication.
  • Coordinating with humans. When an agent needs human approval, there’s no built-in mechanism. When a human needs to take over mid-process, context transfer is ad hoc.
  • Governing themselves. Agents make decisions without audit trails, compliance checks, or policy enforcement by default. The τ-bench benchmark from Sierra showed that even top models fail 20-50% of the time on realistic customer service tasks.
  • Operating within constraints. An agent optimizing for customer satisfaction might offer a $10,000 refund on a $100 order. Without governance guardrails, the optimization is unbounded.

Agents are the workers. But workers without management, without coordination, and without rules don’t produce enterprise-grade outcomes. They produce demos.


Agentic AI: The Paradigm

From Generating to Acting

“Agentic AI” describes the paradigm shift from AI that generates content to AI that takes actions. The term was popularized primarily by Andrew Ng in early 2024. While “agentic” existed in psychology (Albert Bandura’s social cognitive theory — self-directed, goal-oriented behavior), Ng brought it into AI discourse through his March 2024 newsletter “The Batch” and subsequent talks at Sequoia Capital and Stanford.

The term filled a vocabulary gap. “Autonomous AI” carried Terminator connotations. “Agentic” implied deliberate, goal-directed action without implying full autonomy. By mid-2024, every major analyst firm had adopted it. Gartner placed it at the Peak of Inflated Expectations on their 2024 Hype Cycle for AI, estimating 2-5 years to mainstream adoption.

Ng’s Four Agentic Design Patterns

Ng identified four patterns that distinguish agentic AI from traditional AI:

Ng’s most cited data point: GPT-3.5 with an agentic coding workflow achieved 95.1% on HumanEval, while GPT-4 zero-shot achieved 67%. Agentic patterns mattered more than raw model capability.

Agentic AI Products Shipping Now

OpenAI Operator (January 2025) — Browser-based agent that completes tasks on the web: booking, purchasing, form-filling.

Anthropic Computer Use (October 2024) — Claude can view screens, move cursors, click buttons, type text.

Google Project Mariner (December 2024) — Chrome extension using Gemini to navigate websites and complete tasks.

Salesforce Agentforce (September 2024) — Pre-built and custom agents for sales, service, marketing.

Microsoft Copilot Studio (November 2024) — Build custom agents within the M365 ecosystem.

The Numbers

Gartner predicts that by 2028, 33% of enterprise software applications will include agentic AI (up from less than 1% in 2024), and at least 15% of day-to-day work decisions will be made autonomously by agentic AI.

What’s Missing

Agentic AI is the paradigm. It describes what AI can do. What it doesn’t address:

  • How do you coordinate 50 agents across 20 systems?
  • How do you ensure agents comply with regulations? The EU AI Act (Article 14) requires human oversight for high-risk systems. Agentic AI doesn’t inherently provide this.
  • How do you manage different autonomy levels? Not every task should have the same agent autonomy.
  • How do you include humans in the loop? Enterprise processes involve humans at critical decision points.

Agentic AI is the engine. But an engine without a steering wheel, brakes, and traffic laws is not a car.


AI Orchestration: The Missing Layer

What Orchestration Actually Means

AI orchestration is the coordination layer that manages how multiple AI agents, human workers, data sources, and business systems work together to achieve complex objectives.

The critical distinction: automation executes predefined sequences. Orchestration makes dynamic decisions about coordination.

Orchestration in Other Domains

This isn’t a new concept. Other domains solved it years ago:

Kubernetes didn’t replace containers — it made containers enterprise-viable by adding scheduling, scaling, health monitoring, and service discovery. AI orchestration plays the same role for AI agents.

Microservices need API gateways and service meshes for routing, load balancing, and circuit breaking. Without orchestration, you get a “distributed monolith.” Same pattern with AI agents.

Apache Airflow solved workflow orchestration for data pipelines — scheduling, dependencies, retry logic, visibility. The AI agent world is at the pre-Airflow stage.

A musical orchestra has skilled musicians (agents), but without a conductor (orchestrator) and a score (governance framework), you get noise, not music.

Without Orchestration

Deploying AI agents without orchestration is like hiring 50 contractors with no project manager:

  • Conflicting actions: two agents resolve the same customer issue differently
  • Resource contention: agents competing for the same API rate limits
  • No prioritization: no mechanism to determine which work matters most
  • Invisible failures: when an agent fails silently, nothing compensates
  • Human disconnection: humans don’t know what agents are doing, agents don’t know what humans decided

Google DeepMind’s December 2024 paper “Practices for Governing Agentic AI Systems” defined agency as a spectrum, not a binary. Managing that spectrum — across different tasks, agents, and risk levels simultaneously — is a coordination problem. That’s orchestration.


The Governance Gap

Orchestration Without Governance Is Efficient Chaos

You can orchestrate agents without governing them. The result: a system that efficiently coordinates AI to do things it shouldn’t.

Zillow Offers (2021): Well-orchestrated AI pricing system that consistently evaluated and purchased homes at scale. Lacked governance: no constraints on risk exposure or triggers for human override. $569 million write-down.

Air Canada chatbot (2024): Integrated into the service workflow (orchestrated). Told a customer about a policy that didn’t exist (ungoverned). Tribunal ruled Air Canada liable.

Knight Capital (2012): Automated trading system executing at scale (orchestrated). No circuit breakers or anomaly detection (ungoverned). $440 million loss in 45 minutes.

The Regulatory Reality

The EU AI Act (Article 14) requires high-risk AI systems to be designed so humans can understand capabilities and limitations, monitor operation, and intervene or interrupt. Bolt-on governance doesn’t satisfy this — the law requires governance-by-design.

The NIST AI RMF structures governance as the overarching function (Govern, Map, Measure, Manage) — not a separate step.

Gartner’s AI TRiSM framework: trust and risk management must be operationalized within AI systems. They predicted organizations doing this would see 50% better AI adoption by 2026.

These must be fused, not layered. Governance outside the execution path can be bypassed. Orchestration without governance can violate regulations efficiently. Agents without orchestration work at cross purposes.

Prof. Mohanbir Sawhney at Kellogg School of Management (Northwestern) observed in a public exchange that orchestration without governance that adapts as AI maturity grows is essential for agents to be trusted. He referred to this concept as Governed AI Orchestration. The AI Dial is how it works in practice.

Why This Matters Now

The market is obsessed with building better agents. Billions flowing to agent frameworks, agentic AI products, and agent-as-a-service platforms.

But the real enterprise problem isn’t “how do I make smarter agents?” It’s:

“How do I coordinate 10 agents, 50 workflows, and 200 humans — with governance on every action?”

That’s orchestration. And without governance, it’s just chaos with better tools.
